چکیده

Since 1991 more than two dozen states have adopted merit-based student financial aid programs, intended at least in part to increase the stock of human capital by improving the knowledge and skills of the state’s workforce. At the same time, there has been growing concern that the U.S. is producing too few college graduates in science, technology, engineering, and mathematics (STEM) fields. Using both microdata from the American Community Survey and student records from the University System of Georgia, this paper examines whether recently adopted state merit-aid programs have affected college major decisions, with a focus on STEM fields. We find consistent evidence that state merit programs did in fact reduce the likelihood that a young person in the state will earn a STEM degree. JEL Codes: I23, J24

Merit Aid and Post-College Retention in the State

One goal of state merit-based financial aid programs is to increase the stock of college-educated labor in the state by retaining college-educated persons in the state after college. Who Merits Financial Aid?: Massachusetts’ Adams Scholarship

Most states now fund merit-based financial aid programs, the effects of which depend on how strongly students react to changes in college costs. I estimate such reactions using quasiexperimental aspects of a recent Massachusetts merit scholarship program intended to attract talented students to the state’s public colleges. Despite its small monetary value, the Adams Scholarship induced 6% of wi...

The effects of merit-based financial aid on drinking in college.

We study the effect of state-level merit aid programs (such as Georgia's HOPE scholarship) on alcohol consumption among college students. Such programs have the potential to affect drinking through a combination of channels--such as raising students' disposable income and increasing the incentive to maintain a high GPA--that could theoretically raise or lower alcohol use. We find that the prese...

Student Loans and the Labor Market: Evidence from Merit Aid Programs

Student loans are a growing part of the college funding equation in the US, while at the same time merit aid scholarship programs have become an increasingly popular avenue for states to subsidize higher education. To evaluate the effects of college funding on the early labor market outcomes of college graduates, I use merit aid program eligibility in thirteen states with sharp test score cutof...
